    I don't understand the "I guess" at the end of the title about the man charging his phone above. He was stealing electricity, so yeah, you can be arrested for theft… I don't see why that would be okay?

    I am a broke student & if I found out someone was plugging things into my outdoor sockets & running up my electricity bill (even just a few dollars!) I would definitely call the police. I can't afford it, I can barely afford my cell phone & must work hard to ensure I can afford my bills.
